Here's another question that I received by email:
Q. I was online reading about the HOV lanes and what constitutes a "person" to be counted as a passenger. I read that babies are considered a passenger which is great to know. Are you able to tell me if a pregnant woman is considered to be a vehicle carrying 2 + people?
A.Sorry, no, but good try. Look at it this way. A passenger has to be another human being that would be in another seat other than than driver seat. Unfortunately, an unborn child doesn't count in the world of HOV rules. This was confirmed by my contact at DPS.
