Ten outstanding women in Maricopa County were named honorees in the YWCA’s Tribute to Women 2001 Awards.  The annual awards recognize women whose lives and accomplishments reflect the YWCA’s mission to empower women and eliminate racism.

In the category of Public Sector, the honoree is Elaine Scruggs. Elaine Scruggs currently serves as Mayor of Glendale, a position she has held since 1993. She is the first and only female to hold that position since the city’s founding in 1892. As a former city council member—at the time only the second female council member in the city’s history—Elaine has provided tremendous opportunities to encourage and motivate women and others who may not have felt they could achieve public sector leadership roles. Elaine has dedicated herself to not only serving the public, but empowering the public. She created the concept for Glendale University, a program by which citizens learn how their city government functions, how to access information, how to communicate with staff and elected officials, and how to be an influence during key public policy decisions. Providing an equal voice for all citizens has been Elaine’s priority, and her focus is especially keen on the elderly and the youth of Glendale. Her work with the elderly earned her the 1999 Legislator of the Year Award from the Arizona Association of Homes and Housing for the Aging. The award recognized Elaine for her "outstanding contributions in public policy development which have benefited the housing, care and services provided to older persons."  She was the predominate force in establishing permanent funding in the Glendale city budget for the YWCA home-delivered meals program. Elaine expanded membership of the Mayor’s Youth Advisory Commission and has provided opportunities for teens to identify their concerns and develop solutions at annual Youth Town Halls. Elaine’s belief in the philosophy that "all children are capable of success, no exceptions" resulted in Glendale being named the first "Kids At Hope" city in the nation. Creating greater understanding, encouraging and enabling communication among all, and developing Glendale’s future leadership with equal opportunity are the basis for Elaine’s public service. Elaine is a Glendale resident.
