You can check your city's recreation program to get specifics on program offerings, costs and locations. Here are some of the most highly populated cities with aquatics programs. Nonresidents may also be allowed to register, but may pay a higher fee for participation.

The Valley of the Sun YMCA has locations all over the Greater Phoenix Area, and offers swim lessons for ages infant through teens.
How to choose? I'd ask to stop by during a class and check out the pool, see how the instructors interact with the children and how the kids react to their lessons. But that's just me!
